From my experience the main problem with building defects is due to the lack of understanding of building construction by building surveyors . These are often Planners with little training in building construction - they merely collect pieces of paper). I have been a structural engineer for over 50 years and in the old days Council Inspectors knew their stuff. You will continue to get defective buildings until this issue is addressed
