I don't believe it will do it completely as it has only listed registrations in a broad brush and it doesn't cover uniquely qualified, registered, skilled and experienced individuals.

In the current form it does not have enough levels for some registrations to cover the many aspects of a field of skill and work. For some it will also take away some of the current registrations that they have.
Example - I'm in Queensland, I am registered as a site classifier (site soil testing) and for effluent disposal systems. Under the current proposal my understanding removes my ability to be registered for these works as they are limited to Geotechnical Design Level 1

Registering a person only controls what jobs/projects they can do. Compliance comes down to the integrity of the person designing with the right skills to do the job correctly.

Level 2 category for someone with an Associate Diploma in Engineering
An individual trained at para-professional level to do geotechnical site investigation work for Class 1, 2 & 10 NCC Class up to 3 storeies and all other classes limited to 2 storeies without supervision and who may develop specialisation in any type of system, NCC Class or size of building through work experience and continual professional development.
Scope of work
Onsite soil testing for determining site classifications to AS2870.
Onsite soil classification for Effluent disposal system design and preparation of these reports to AS 1547.
Other engineering testing (eg compaction testing, CBR testing) carried out as part of a soils laboratory.

An individual trained at para-professional level to do timber and steel structural engineering design work for of Classes 1, 2 and 10 NCC Class up to 3 stories without supervision. Excludes foundation designs

The structural engineering design work for of Classes 1, 2 and 10 NCC Class up to 3 stories without supervision. Excludes foundation designs that must be reviewed and certified by a suitably qualified Level 1 Structural designer

Currently in Queensland a building design with low rise can do the structural design excluding the foundations for buildings up to the level of their registration.

Scope of work
The permitted work is limited to Class 1 & 10 Page 120. Currently in Qld we can also work on Classes 2 - 9 with 2000sqm floor area and certain types of construction.
The scope of works for Level 2 should be the scope for Level 3.

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?

Comments
Queensland is already highly regulated, however, registration needs to accommodate the para-professional. Our qualifications position us between the trades and the professionals and it is time for this recognition of skills.
