Do you foresee any risks in implementing this proposal, noting that the states and territories are responsible for implementation of the NRF?

Please explain your reasoning.
As soon as States separately address the issue of NRF the aim of a unified approach is diluted.

Do you think the proposed NRF will improve compliance with the NCC?

Please explain your reasoning.
The issue of compliance can only be solved by education, simplification of the confusing content of both the NCC and the applicable Standards plus the establishment of a National 'CSI' Authority to track mistakes and give prompt feedback to practitioners.

Most building and architect graduates know little about minimum best practice trade skill .... the basic stuff - gravity, tolerances, level / plumb and line, compatibility etc
Any other comments for this discipline
Most building and architect graduates know little about minimum best practice trade skills .... the basic stuff - gravity, movement, tolerances, level / plumb and line, compatibility etc.

Risk assessment of complex parts of all projects is rarely if ever done until the problem is built ..... and the complaint is raised.

Comments
Building Surveyors will only be a good as the person doing the high risk work they can never see within the regime and cost structure of their industry.
