Looking at the proposal for design practitioners to be able to design, document and certify that plans comply with the NCC in an unrestricted capacity (definitions on page 22 of the report, details on pages 33-54). The minimum qualification should be at AQF level 9 (level required to be registered as an architect) not proposed at AFQ level 8. This relates to the quality and safety of the outcome for the consumer if a lower qualification level is specified.
