Providing that the state regulators control the registration requirements.

An association should not be involved in determining and individual requirements like requiring membership in in the Building Surveying Association as a mandatory registration requirement, along with a qualification.

In Western Australia the registration process has been working well for many years with the three levels. The level 3 being a Technician requiring the Skills Set which is already embedding in the current Advance Dip Building Surveying CPC60115.

Do you think the proposed NRF will improve compliance with the NCC?

No need to require NCC training as an additional requirements in the Building and the Building Surveying section.
Currently the CPC Training package already has BCA vol 1 and 2 training units within CPC50210 Dip Building and Construction and CPC60115 Advanced Dip Building Surveying.

If you embed the UOC's CPCCBC4001 and CPCCBC5001 then adequate BCA training will be provided. I don't think you need to re invent the wheel.

This will be more efficient as an RTO already provide a quality assured process.

Although you suggest blending the level 2 with the level 3 Technicians role together the West Australian model is far Superior .

Currently the CPC60115 qualification is under review. This paper and the qualification don't align with the proposed levels. This is going to be out of date before you implement this.

TAG have recently reviewed the CPC60115 and have passed significant changes even though a strong voice ( approximately 45%) from stakeholders opposed the recommendations.

It appears that our comments fall on deaf ears
