There is a chance that in smaller cities, regions there might be a lack of well qualified people to continue the required work as a lot of operators might have to go back to study and fill gaps

in the past building designers, draftspeople/CAD operators have relied on Engineers or Building Certifiers for design uncertainties, therefore putting more pressure on certifiers.
The responsibility should be put back on the building designer and builder to have reasonable and thorough knowledge of the NCC

the restriction of building design by specific level applied to the type of construction is what is practiced in parts of Australia, but should be a consistent system where the whole of Australia is bound by it

A building designer/Draftsperson is then expected to practice their trade in every state and be capable to follow same guidelines and standards depepnding on what region they are designing for
