unsure: Watching the Sixty Minutes program on Channel 9 on Sunday 8 Aug 2020, does somewhat, provide confidence. However the Commissioner appointed is only in NSW. The industry need, an Australian Medical Association model, where a chief commissioner presides over the NCC and each State there own BCA. This will ensure transparency across Australia, and each State only managing the BCA, for that State. If any building NCC regulations or compliance are violated then it becomes a Federal issue. If a BCA regulation or compliance issue is violated then it becomes a State issue.

Do you foresee any risks in implementing this proposal, noting that the states and territories are responsible for implementation of the NRF?

As per my explantion above, this must be driven from a Federal position with the Sates falling inline.

All project Managers must attain a mandatory mininmum qualification of Diploma in Building and Construction (Building Management) . Without this qualification they will not allowed to practice.

Scope of work
The Scope work for the Project Manager will depend on the size of the project.
Lets assume a Medium Riise project with six town houses.
1: Project initiation with the owner. Confirming the Budget and Banking.
2: Recruiting the Builder and providing the draft schedule and Plan
3: Working with the Estimator
4: Securing the Building Inspector/Surveyor
5: Finalising the project scope with the Builder, Estimator and Building Inspectpor.Surveyor,
6: Managing the project to the delivery of the occupancy certificate
7: Closing the project
Qualification requirements
Qualifications:
1: Must complete a reconised foundation Project Management course.
2: Must have a minimum qualification of Diploma of Building and Contruction (Building), obtained from TAFE or University.
Experience requirements
Experiance
1: Prove at least one year in the builkding industr.
2: Must at least have three years in any Project Management position, in any discipline

Comments:

Project Managers must work with Builder, Engineer, Site Manager, Building Inspector/Surveyor and the Owner. The Project Manager must communicate the Codes and Standards to this group.

The Project Manger should endure that the Contract is fully compliant, HIA or MBA with no dekletions or additions without agreement by all parties.

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?

Building Surveyors Ensure that the NCC Standards and Codes are adhered to in all stages of the building process. They must be independant of the Builder and the Owner, THey must hold a Diploma in Building and Construction (Building)

If the Building Surveyor does not understand the Codes and Standards they will not be able to provide certificates of completion.

Building surveyors must hold a minumum experiance of at least one year in the Building Industry.

Level1: This Buil;ding Surveyor must fives years experience in the Building Industry with no infringements. Domestic and Medium rise are considered experience

Level 2: This Building Surveyor must have at least one year experience in Domestic or Medium rise projects as a Trade or Project Manager. Must have a minimum of Diploma in Building and Construction (Building)

All defective building work must be the responsibily of the following:
1; Building Surveyor who must have free reign to inspect on any day, any part of the site.
2: The Builder who must be responsible, delivering a Deemed to Satisfy, at every stage of the project
3: The owner must be kept away from the project and have no influence on the progress or any stage outcomes which could influence the Builkding Surveyor. The Owner when found to have an influnce on building outcomes, will held in breach of the contract. The contracts must reflect a clause to ensure this outcome.
