Does the proposed NRF deliver an appropriate and proportionate response to BCR Recommendations 1 and 2?

If No, please provide reasons and suggestions.
Some qualification requirements and restrictions may cause disproportionate harm to practitioners and clients in rural and remote areas where access to multiple professionals is limited.

The requirements for Building Surveying seem disproportionately low considering they are ultimately responsible for determining compliance with NCC.

The NRF also appears to completely remove the general public's use of the NCC, which would seem to eliminate self accessible building work.

Will the NRF, if implemented, enhance confidence in the building industry by ensuring that key practitioners in the building process are registered?

Qualification requirements
Many structural and civil engineers have an inherent understanding of building design due to how closely it is related to their engineering design work. this is especially true in rural and remote areas where access to multiple professionals is limited. Under NRF these practitioners would be prevented from providing these services, despite potentially having extensive knowledge/understanding of these areas because they do not hold the specified formal qualifications.

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?
