The states and territories are currently varied to such an extent that bringing them into to alignment is a huge commitment. In Queensland all practitioners must currently be licensed to practice however many who have been licensed for years would not have met the technical qualifications that are set out in the NRF. What happens to their licenses ? I couldn't see that situation addressed in the NRF. There are two other aspects that I'd question. All architects are trained and qualified to project manage any building regardless of whether they designed it or not. While I note the NRF accepts architects and designers may project their own work, there is value in the independence of another architect supervising a project and I can't see why that architect should need to be licensed or registered as a project manager to undertake that role. However I don't believe that this is the same scenario for a building designer who does not have the same level of education and experience. I also feel that subcontractors who work for builders (not just the public) should also be licensed so that a builder can confidently contract with that trades person. It is just as valid for a builder to have that reassurance as it is for a member of the public. Other states of course take a very different view.

I have worked in the industry for 40 plus years and believe that there are some people within the industry that will never put in the time required to understand and stay up to date with the NCC. Sadly they bring down the reputation for the rest of us. The majority however do take a proactive approach, they're operating within the industry with the right intentions and surround themselves with a team that meets their own expectations. It is very difficult to get folk to change the way the operate by legislation.

I am supportive of the nominated registration levels I am concerned about those already in the system working in these areas. How grandfathering will they be dealt with if they haven't got the current qualifications but they have good experience and a clean record.

I am supportive of the descriptions / definitions they are not too different to what I am personally accustomed to in Queensland.

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?
