Do you think the proposed NRF will improve compliance with the NCC?

Please explain your reasoning.
There is a move to offshore plans to third world countries. As a certifier I am sometimes confronted with plans that are not NCC compliant resulting in significant rework and cost.

Designers need to be aware of local planning and building regulations.

Registration levels
The registration levels are appropriate and unchanged
Qualification requirements
Level 1 needs approved post graduate qualifications, Currently unclear
Experience requirements
Due to the size of WA it is not possible to work under another Building Surveyor in rural and regional areas.

Experience should be left to the employer to assess and should not be required for registration.
Any other comments for this discipline
My insurance for FY 20/21 has risen from $3000 to $16000. There is only one underwriter for Building Surveying in Australia. As there is a small pool of Building Surveying policyholders. Claims against Building Surveying may be joint and several claims where the Building Surveyor is not at fault but still result in a claim. Flammable cladding is an example.

The State and Federal Government needs to limit the liability of private Building Surveyors alternatively move the service back to Government.

Unless higher quote prices are accepted I anticipate ceasing trading next year due to the high insurance premiums.

Other Comments

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?
