The Australian Building Codes Board (ABCB) is seeking feedback on a proposed National Voluntary Certification Scheme for Manufacturers of Prefabricated Construction (the Scheme).
The Scheme is designed to provide an independent, nationally consistent certification pathway for manufacturers of prefabricated construction.
The Scheme framework is designed to support innovative construction systems and manufacturing approaches, while improving the efficiency, quality and consistency of prefabricated building work.
We are consulting on:
a proposed definition for Prefabricated Construction within the National Construction Code (NCC)
the proposed Scheme framework and draft Scheme Rules
the draft Economic Analysis report supporting the proposed Scheme.
A discussion paper has been prepared to provide supporting context and further background information.

About the consultation documents
Discussion paper, definition and Scheme Rules
The discussion paper outlines the proposed definition of Prefabricated Construction and provides background on the draft Scheme Rules. It describes the key issues the Scheme is intended to address, as well as the collaborative process undertaken to develop both the definition and the broader Scheme framework.
The paper also sets out the rationale for the Scheme’s design, including its focus on a systems-based assurance model aligned with contemporary manufacturing practices.
In addition, the paper highlights the key benefits of the Scheme for manufacturers, including improved consistency, reduced regulatory fragmentation, and more efficient pathways to market.
The discussion paper should be read alongside the draft Scheme Rules. Where any inconsistency exists between the documents, the draft Scheme Rules take precedence.
Draft Economic Analysis report
The draft Economic Analysis report assesses the potential costs, benefits and impacts of the proposed Scheme compared with the current approach to mandatory inspections.

You can submit a response to the issues paper until Tuesday 15 September 2026 (11:59 pm AEST).
You may lodge your submission electronically or by post, however, electronic lodgement through the ABCB Consultation Hub is preferred.
