because many builder and other trades have control of projects that affect customer's lives and those people may not have required knowledge to protect their own rights
Evidence shows that many people will take easy options and not protect customers, they will do what is best for themselves without understanding the impact of their behaviour on other people

for example failures in large building projects, demanding money outside of contractual requirements, not completing work to a ethical and reasonable standard
