Recommend there to be an pathway to non degree qualified individuals to be access higher levels of either registration of project/building complexity based upon competency and experience.

Qualification requirements
Qualifications typically describe a need for a Fire Safety degree which is typically not relevant to the design of fire protection systems and is considered both not applicable and not feasible.

Fire Safety Engineering degrees or equivalent are not readily available within Australia for the quantity required for the industry and their content is majority focused to performance based solutions, for which is not the role of a project Fire Systems (Services) Engineer.

Degree qualifications for Fire Systems Engineers should include Mechanical Engineers in addition to the nominated Civil and Electrical degrees. Mechanical Engineering degrees include fundamentals of electrical engineering adequate for fire systems. Also the Hydraulic systems of a fire system are more reflective of the teachings within Mechanical Engineering than Civil Engineering.

I personally have qualifications in Mechanical Engineering and Fire Safety Engineering and as such am positioned to make these comments.

The ABCB is specifically interested in your comments on the registration levels for building surveyors. Do you agree with the criteria used to distinguish between with the two levels of registration for building surveyors and does it adequately accommodate the different levels of risk?

It is not practical for individual certifies to to be experts in the field of various building types, complexity and the potential performance solutions that may be pursued for each. Simple limitation of capability.
