I was in agreement generally with the paper until I came across the last sentence on page 19 which put forward that the fee for independent review should be market driven. In my view having independent reviews subject to market fees will reinforce the issues that have resulted in the problems that have appeared in recent years. Fee levels in structural engineering has been a race to the bottom with documentation levels being tailored to suit the low fees.
I suggest the fees for independent reviews should be a fixed percentage of the building cost and selection of the reviewer should be by merit and not by fee.
