There needs to be a minimum mandatory inspections as it has been shown that clients will "shop around" for a cheaper price involving less inspections.

It is a very complicated question. When checking a system does it mean every smoke detector, smoke damper and sprinkler head in an SOU and concealed spaces etc or every fire door in a 300 apartment building. A mandatory random % over say 3 - 5 years to complete 100%. But if at 4 years a fault is found - who is liable?

All fire rated/smoke walls at time of construction and on completion of the construction of the building for any additional penetration's from plumbing or electrical wiring etc. The same for sprinkler head location re any obstructions placed near the sprinkler head or walls installed impacting on area of coverage etc. Obstructions in exits or to fire doors.
